The State Treasury gathers stakeholder views on the legislative impacts of electronic business documents

The State Treasury promotes the use of electronic business documents, such as e-invoices, e-receipts and Peppol procurement messages, in Finland as part of the Digital Business Ecosystem.

As part of the Real-Time Economy project (2021–2024), roadmaps were developed for different types of business documents. These roadmaps outlined the necessary changes to the operating environment as well as their intended objectives. Legislative needs were also identified.

The State Treasury has prepared an assessment memorandum evaluating how legislative development could affect the objectives set out in the Real-Time Economy project. The memorandum examines various regulatory options for three types of business documents and assesses their impact on wider adoption and the potential national benefits.

The purpose of the assessment memorandum is to gather stakeholder perspectives on the proposed legislative options and to invite additional viewpoints on increasing the use of electronic business documents. It also addresses the role of central government in the development of business documents. Since 2021, the State Treasury has been responsible for the national development of business documents together with stakeholders, but no permanent statutory mandate has been assigned to the State Treasury or any other public authority.

The State Treasury will publish the assessment memorandum for public consultation in the Lausuntopalvelu service on Monday, 2 February 2026. The consultation period will last six weeks, until 13 March 2026. The State Treasury will collect the feedback and provide a summary to the actors involved in the Digital Business initiative.
