ASP reform is entering into force – what will change and what should you do?

The work on the legislative reform on ASP loans and government guarantees for housing loans has been completed and the new legislation will enter into force on 1 June 2026. A comprehensive information package on the key changes brought about by the reform and their impacts on different target groups is available on our website. The legislative changes do not require any action by current ASP savers and borrowers or home buyers who have received government guarantees for their housing loans. You can continue to save for a home and repay your loan as before.

With the reform, the current regulation on ASP loans and government guarantees for housing loans will be replaced by new legislation. The purpose of the reform is to clarify the legislation on home saving, first-time home buying and government guarantees for housing loans and to make the system more flexible for first-time home buyers, borrowers and lenders. The entry into force of the new legislation is accompanied by a long transition period so that the parties granting and managing ASP loans and government guarantees for housing loans have sufficient time to prepare for the changes.
