Business cost support (second round)

  • This is the service page for fixed-term support for business costs. The page consists of three sections. The General information about support tab contains basic information about the service, the Guidelines for applying for support tab provides more detailed information on how to apply for support, and the Application for support & legislation tab allows you to log in to the service channel once the round of application has begun.

    The reintroduction of cost support is currently being discussed by Parliament. The aim is to reopen the application process in late 2020. We will update this service page as soon as more information is available.

  • What is business cost support?

    Business cost support is intended for companies whose turnover has fallen due to the coronavirus pandemic and therefore have difficulties in dealing with the salary expenses and other expenses for the period for which the support is available. According to the Government’s policy, the need for size of the support is assessed on the basis of the sudden loss of turnover caused by the epidemic and the preventative measures imposed.

    The first round of applications for cost support was open until 31 August 2020. In its negotiations of 29 September 2020, the Government decided that companies of all sectors should once again receive the opportunity to apply for cost support, as the situation caused by the coronavirus pandemic will continue to be difficult for a number of sectors in autumn 2020.

  • Who is the support intended for?

    The cost support is intended for companies whose turnover has fallen significantly due to the coronavirus pandemic and are therefore having difficulties in coping with salary expenses and other inflexible business expenses.

    Amendments have been proposed to make the cost support better meet the needs of the most affected companies. However, the basic principles for the support remain unchanged. During the second round of application, the support will be directed towards operational businesses, and the expenses they face difficulties in covering, by expanding and further specifying the expenses that can be covered and by extending the period of support. The goal of this is to support companies facing a variety of different situations to adapt their operations in a future-orientated manner.

  • When can support applications be made?

    The State Treasury will provide more detailed information on the start of the application process, but it is estimated that the processing of applications can begin as soon as the legislation has been approved by Parliament and the Government Decree on Industry Sectors has been issued and brought into force at the end of 2020. The aim is to bring the legislative amendments into force in December 2020 and to open the round of application for cost support at the end of December. There may still be changes made to the Government proposal during the parliamentary debate.

    Companies will continue to apply for the support from the State Treasury.

  • What is the impact of the support already granted?

    According to the bill, cost support can be applied for even if the company has already received other direct subsidies intended to alleviate the consequences of the coronavirus pandemic. However, the support already granted is taken into account in determining the amount of the cost support, and the total amount of support may not exceed EUR 800,000. The maximum amount of support per company is laid down in the European Commission’s regulations on temporary State aid.

  • To the following before applying

    • A Suomi.fi e-Authorization can be used to submit an application either as a person with the authority to sign on behalf of the company or as an assignee. The applicant should make sure that they have the authority to sign. Instructions on the authority to sign and Suomi.fi mandates are shown below.
    • In addition, it should be ensured that the company has taken the actions required in Suomi.fi for authorising individuals to act on behalf of the company. Authorizations required for acting on behalf of a company can be obtained through the Suomi.fi e-Authorizations service.     • The cost support can only be paid to the bank account that the company has reported to the Tax Administration. Check the account number you have entered and, if necessary, enter a new number on your My Tax page >
    • As in the first round of application for cost support, the company’s decline in turnover is confirmed based on the VAT sales information submitted to the Tax Administration. Please ensure that VAT sales information is reported to the Tax Administration on time

  • The authority to sign and Suomi.fi e-Authorizations

    Filling in the application as an authorised signatory

    Applications for cost support may be submitted by a person who has the right to sign on behalf of the company. In addition, the application can be filled in by a person who has a role entered in the Trade Register, the Business Information System or the Register of Associations that entitles the person to represent the company. The roles entered in the Trade Register that entitle a person to represent a company are:
    • Managing Director
    • Substitute Managing Director
    • Self-employed person
    • Property Manager
    • Head Property Manager
    The roles marked in the Register of Associations that entitle a person to represent an association are:
    • Other authorised signatory who is marked on the register as having the right to represent the association alone

    Granting a mandate for a company representative

    A company may also authorise another individual to represent the company via the Suomi.fi e-Authorizations service. Select the mandate ‘Application for business funding’.

    You can authorise the following people to represent a company:
    • a private entrepreneur, on behalf for their own business
    • the company’s managing director or substitute managing director
    • an authorised signatory who is marked in the Trade Register as having the right to represent the company alone
    • all the members of the company board marked in the Trade Register, acting together
    • either the chairperson and a board member or two board members who have been entered into the Trade Register in accordance with the rules of representation
    • an individual who the company has given either the right to grant a mandate or the representative’s right to grant a mandate.
    The following persons may authorise on behalf of a registered association:
    • the association’s chairman, board member or other authorised signatory who is marked in the Register of Associations as having the right to represent the association alone
    • an individual which the association has given either the right to grant a mandate or the representative’s right to grant a mandate.
