The State Treasury compensates rehabilitation for those employed by the State and those performing military or non-military service or crisis management service. Rehabilitation is organized when a person’s work ability has deteriorated as a result of an occupational or service-related accident, an occupational disease or a traffic accident involving a state-owned vehicle. The aim is to enable their return to work or new tasks as soon as possible.

Accident insurance covers the compensations for the rehabilitation of persons injured in accidents or suffering from an occupational disease. Motor insurance, on the other hand, covers the compensations for the rehabilitation of persons injured in a traffic accident.

See the page Services for disabled war veterans for information on the rehabilitation of disabled war veterans and soldiers.

  • Medical rehabilitation

The State Treasury compensates for medically justifiable forms of rehabilitation. The aim of medical rehabilitation is to restore functional capacity, alleviate symptoms, prevent the worsening of the disability, and secure the ability to work and study. Rehabilitation is compensated for as long as the illness or injury requires it.

    Key forms of rehabilitation
      • physiotherapy
      • occupational therapy
      • psychotherapy
      • postoperative rehabilitation
      • assistive devices
      • examinations and treatments
      • medication and travel expenses

    Instructions for the injured person

    1. When you have an occupational accident, seek treatment. Fill in the State Treasury’s notification of the accident.
    2. When the doctor recommends medical rehabilitation, remember to mention that you sustained the injury at work or in service.
    3. The treatment facility submits all medical statements related to the accident or illness to the State Treasury.
    4. The State Treasury processes the statement on medical rehabilitation. You will receive a decision on whether the medical rehabilitation is reimbursable or not in the Suomi.fi Messages service.

The employer does not need to submit the A certificate to the State Treasury.

  • Limited rehabilitation

Those performing military or non-military service may be able to take limited rehabilitation measures. Limited occupational rehabilitation is implemented together with the rehabilitation facility. Rehabilitation includes individual guidance and advice related to studies and working life. Rehabilitation is always adapted to your needs.

If your incapacity for work due to a service-related accident or illness continues for more than two months and your return to work or studies seems uncertain, we will contact you to initiate potential limited rehabilitation measures. So, please respond when we contact you.

  • Occupational rehabilitation

If you fall ill or become injured to the point that you cannot return to your previous job or place of study, you may be entitled to occupational rehabilitation organised by an insurance institution. Its purpose is to help you recover as soon as possible.

The State Treasury will determine whether you are entitled to occupational rehabilitation. Rehabilitation costs are reimbursed when a person’s ability to work or functional ability or opportunities for earning a living have diminished due to an injury or illness, or are likely to diminish later.

    Vocational rehabilitation may include
    • investigations to establish the need for rehabilitation
    • work trials
    • education or training for a suitable job or profession and basic education to complete such education or training
Occupational rehabilitation covered by accident insurance and motor insurance include
    • rehabilitation investigations
    • work and training trials
    • job coaching (in a previous or new job)
    • education and training
    • loan and grant to support business activities
    • aids and equipment at the workplace
    • grant or interest-free loan to acquire a vehicle for commuting between home and work
    • costs of studying

    Instructions for the injured person

The State Treasury decides on occupational rehabilitation based on the doctor’s assessment text. No separate application is required. If the physician recommends it and an occupational health negotiation concludes on one of the above-mentioned occupational rehabilitation measures, our processor will contact you and, if necessary, your employer.

    1. In the occupational health negotiation, the physician recommends potential vocational rehabilitation measures.
    2. The treatment facility submits all medical statements related to the accident or illness to the State Treasury. If necessary, our processor will ask you or your employer for additional information.
    3. The State Treasury processes the statement on the need for occupational rehabilitation. You will receive a decision on whether the occupational rehabilitation and rehabilitation allowance is reimbursable or not in the Suomi.fi Messages service.

Compensation for loss of earnings is not paid for loss of income of less than 10 per cent.

  • Partial daily allowance

Partial daily allowance is paid if you are partially incapacitated for work due to an injury caused by an occupational accident or an occupational disease. If your earnings have decreased after partial incapacity for work, you may receive a daily allowance paid accordingly. The partial daily allowance does not have any deductible and its duration is not limited.

    Instructions for the injured person

    1. The treatment facility submits all medical statements related to the accident or illness to the State Treasury. At the doctor’s appointment, remember to mention that you sustained the injury at work or in service.
    2. The State Treasury processes the statement on partial incapacity for work. We investigate the wage paid for the period of partial incapacity from the payroll and grant a daily allowance in accordance with the reduction in earnings.

When an employee is partially incapacitated for work due to an accident or occupational disease, the daily allowance is only granted to the employee in accordance with the reduction in earnings.

  • Lighter, adapted or substitutive work

Substitutive work can be used as an alternative for sick leave. Instead of taking sick leave, the employee will perform lighter work duties. Substitutive work arrangements are agreed between the employee and the employer, and adjustments to work tasks are agreed on in accordance with labour legislation. Lighter work duties include tasks specified in the employee’s employment contract, which have been adapted to make them lighter in some respects. For example, the obligation to work night shifts can be lifted or one’s own work can be adapted to make it physically less strenuous for a fixed period.

The State Treasury compensates for the injured person a daily allowance in accordance with the potential reduction in earnings. A reduction in earnings is always processed individually and investigated together with the payroll. No separate application is required.

  • Work trial

Work trial is a service provided by occupational rehabilitation that helps people return to work after their sick leave. A work trial is needed when the work ability forecast is more uncertain and there is a need to adapt the job description or relocate the employee.

The employer has the right to have the wage paid for the duration of the work trial reimbursed by the State Treasury. The compensation is granted as a rehabilitation allowance and the maximum compensation is the employee’s annual earned income. If the employer does not pay a wage during the work trial, the employee will receive a rehabilitation allowance from the State Treasury.

A plan is requested before the work trial and feedback after it. You do not need to apply for a work trial separately. Instead, the State Treasury receives information on the matter from a medical certificate. After receiving it, we contact the employee and/or employer.
